Despite successive government commitments to move people with a learning disability and/or autism out of long-stay institutions, around 2,000 people remain in hospital. Reform of the Mental Health Act, announced as part of the Kings Speech, could mean this group cannot be detained on the basis of their learning disability and/or autism. Last year NHS England stated that 41% of autistic people and people with a learning disability detained in hospital did not need to be there. What needs to change to unblock the system?
